THE THIRD RAIL
CODE OF CONDUCT
CHARTER
&
RULES TO POST BY


The Third Rail (or TTR) is a public forum dedicated to the debate and topical discussion of all types of controversial issues. Think of it as an online Real Time with Bill Maher or his Politically Incorrect show with a hard edge.

Members can sound off, state their opinions, present a case for or against something, criticize public officials, public policy and public groups about any subject of general interest. All content posted is strictly the opinion of the person stating it any not anyone else associated with this forum unless they state as such.

Being offended by the opinion of others may be common, but at TTR we strive to ensure a safe environment to explore even the hottest of topics while allowing you to sound off in a manner that may be more personally significant. Expect perspectives to be challenged and clarification to be requested as well as personal attacks when debates become heated.

There may be times when opinions are voiced that do not mirror your own experience or knowledge. Use this as an opportunity to either consider the merits of the argument or develop a debate that refutes or challenges.

We hope the dialog exchanged within The Third Rail community provides an educational environment for all as topics are discussed in depth and developed. We recognize this as discovering information, not only about controversial topics, but also about human nature and how we respond either intellectually or emotionally.

Online debates can allow you to see more clearly what others think about the hottest topics of the day.  You may have to alter your point of view when at work or among friends, but at TTR you can freely state your most personal voice to let your opinion be known.

As an aside for a segment of members, TTR has deliberately been established as a separate entity from "Flametown". Thus, "Flametown" behaviors, antics, and debauchery will neither be acceptable or tolerated without consequences and possible expulsion from the community.

Additionally, retaliatory actions or exchanges between TTR members who are also "Flametown" affiliates or any exchanges surrounding "Flametown" politics will not be allowed or entertained. If you have a personal grudge against a specific poster, keep it limited to "Flametown" forums as this site is officially severed from such foolishness.


*FREEDOM of SPEECH*

Freedom of speech is paramount at this forum. However there are minimum standards set forth both by us and by the site's server that must be complied with.

Common sense dictates the difference between one expressing themselves and one who is disruptive. If you are focused on contributing to the community, you will not have to be concerned with being a disruption. Disruptive behavior can lead to temporary or permanent revocation of posting privileges. Therefore, common sense is key.


*PORN*

Absolutely NO CHILD PORN in any way, shape, or form will be tolerated. Any user who feels it necessary to post such filth will be permanently banned for life from this site and any future sites established with the TTR name.

Adult themed porn used in context pertaining to the discussion or lampooning the subject of discussion is not encouraged or permitted to be displayed; However, will be acceptable via posting a link to such material only. Material that would be considered unacceptable for viewing in the workplace should be linked to with a NSFW fair warning.


*FLAMING*

Flaming meant to carry forth in a passionate manner in the spirit of an exchange or debate is acceptable if relevant to the topic at hand. Personal attacks not pertinent to the discussion are not acceptable.

Flames most often involve the use of creative and demeaning language and have come to refer to any kind of derogatory comment no matter how witless or crude. In a forum with sensitive topics such as this, derogatory flaming is bound to happen. Our suggestion is that if you are going to flame someone, it should be humorous, witty, entertaining and be in the spirit of entertaining the audience, not harassing the other person.

Harassment of individuals, whether members or non-members, via threads, posts, signatures, or PM's are forbidden at TTR.


*PERSONAL INFORMATION/A MEMBERS RIGHT TO PRIVACY*

There can be a certain amount of personal anonymity in using our forum. Some who might otherwise avoid face-to-face debate may find the task much easier and appreciated in an online environment. Private, specific, and identifying personal information that is relative to any member of the forum being used maliciously with the primary intention to defame, disparage, or slander is not acceptable.

Posting personal email addresses without consent, full names, places of employment, and phone numbers (etc.) for the purpose of retaliation or revenge will not be tolerated. This is a breach in privacy.

Questionable information brought to the attention of the forum moderators/administration, will be removed from the forum as promptly as possible and the offending user will be warned, moderated, temporarily or permanently banned.


*TROLLING*

There are many definitions and interpretations of the term "TROLL". For all intents and purposes, a user who abuses their posting privileges by intentionally and consistently derailing topical discussion will be warned. Many discussions tend to evolve naturally into alternate topics or sub-topics, this is to be expected. Posts made in response to a topic that are blatantly irrelevant to the discussion will be removed from the thread and either placed in the bankrupt file or used to start another thread.

Multiple accounts of the same user are forbidden. Proxy accounts by questionable members or members posting questionable content will not be tolerated. Further, sharing of an account/password with other members and non-members alike is prohibited.

Criminal attempts to hack the forum or information from the forum or attack it in any way outside of with text or acceptable free speech will result in a permanent ban and may result in legal action.


*SPAMMING*

Intentional, excessive, and consecutive posts that contain large picture files, unintelligible text, no text at all, an errant smiley etc. posted in any area of the forum, will be removed and the offending poster may be warned or banned in a pattern is established.

Often, members will find they agree with another poster and may be compelled to reply with minimal commentary. This is what the karma system is for. Unless you have a rebuttal of substance that describes a positive or negative reaction, validating a post with nothing more than a laughing smiley or something equally as trivial, will not be encouraged.

Also, any message or series of messages promoting a product, site or service made by a member who does not demonstrate the intention and willingness to participate in the normal discourse of TTR will be considered spamming. Spamming and/or spam bots will not be tolerated and can result in immediate banning of the spammer.

Spam attacks or raids will also result in a permanent ban.


*MODERATORS*

Moderators are a key to the success of any board. In general, moderators at TTR are here to guard against the tiny minority of posters who wish to disrupt the board instead of constructively participating in it.

That means that moderators and admins alike are fair game and member posts will not be moderated due to them attacking the views of any staff member or disagreement with them. Neither will it be acceptable for mods to scold members about the use of profanity, expressing a controversial viewpoint or anything else which tends to suppress a legitimate discussion or exchange of idea about a given topic of interest to TTR members or arbitrarily dictate to others how to post or not post outside these rules.

Please note that the moderating team is under no obligation to read every post. An inappropriate posts may slip by unnoticed by the mods from time to time. If you see one of these posts, please report it via PM (private message) or the report post link at the bottom of each post.

If there are any concerns over a moderators actions, please address a private message to the admin or the moderator in question. Your feedback and concerns are very valuable to the success of this board.


*COPYRIGHTED MATERIAL*

All material posted from copyrighted material must contain a link to the original work or copyright and not be presented as the original work of the poster.

Please do not post entire articles. Proper format is to paraphrase the contents of an article and/or post relevant excerpts and then link to the rest(if an online source). Also, if you have a long article or a bunch of paragraphs, don't just copy and paste it without comment. At the very least, summarize the contents for those who do not wish to read it and post only the most relevant parts.


SIGNATURES/IMAGE POSTING

Do not post any signature which harasses another poster or otherwise violates these rules. Oversized sigs will be resized.


*DISCIPLINARY ACTION*

Users that break any rules may be issued a warning, either in the thread where the offense took place in or via private message (PM)- sometimes both. Repeated violations of the rules can result in having every posts moderated or needing to be approved before being posted, in a temporary revocation of posting privileges (muted) or a permanent ban. If the conduct is severely detrimental to the board, the account will be banned and posting privileges revoked permanently. This is at the sole discretion of the site admin.


*STARTING A THREAD*

It's fitting, fine, well, and good that the initial, thread-starting post (called the thread's Original Post- OP for short) quotes another person or document. References, particularly in matters of fact, are encouraged. But they are no substitute for your own thoughts in your own words.

Using your own words in your OP encourages participation. By starting the conversation with a contribution of your own time and effort, you show potential participants you are serious in your intention to engage in dialog. It says that if they reply to your posts, you are likely to respond to theirs.

Posting a picture, an article, or any type of media without any sort of commentary to elaborate on why you feel the matter should be up for discussion is considered spam and will be summarily trashed. Behavior of this nature is discouraged and should it become a routine activity of a member, they will lose their posting privileges permanently.
